Please know that the City of Tomball has an ordinance requiring any for profit solicitor (peddler) to first obtain a permit to go anywhere within the city door to door. If a salesman comes to your door, simply ask them if they have their permit issued by the City of Tomball. If they tell you that they are not required to have one, they are incorrect. You need to call the Tomball Police Department at 281-351-5451, and request an officer. Be prepared to give a description of the person to the dispatcher, such what color shirt, pants, gender, height, and which way did they go. Posting about a salesman online may let some of your neighbors know latter today when they read your post that there was someone in the community today, but if the person really is up to no good they will not stop until they are stopped... by the police.
Below is a short version of the city ordinance. The entire ordinance on solicitors or any of the city’s ordinances can be found at:

Street parking is a growing problem in our community. Unfortunately, we are very limited on how this problem can be controlled. The easiest way is to speak to your neighbors, and explain your concerns to them. Remind them that parking on the street not only creates a safety hazard, but also a security concern as vehicles parked on the street are at an increased risk for burglaries. Since the streets in our community are public city roads, street parking itself is not illegal. However the vehicle must be parked correctly. For example the vehicle must be parked pointing with the flow of traffic, and can not be blocking a driveway or fire hydrant. If you observe a vehicle, whose owner chooses not to comply, you are encouraged to call the Tomball Police Department at 281-351-5451.
The easiest way to report the outage is to note the six digit number on the lightpole, and and visit Center Point Energy's Streetlight Outage Page.
